OAEPS BYLAWS

The Governing Bylaws of the Ohio Association of Economists and Political Scientists (OAEPS)

ARTICLE I: NAME

This Association shall be known as the Ohio Association of Economists and Political Scientists. (OAEPS)

ARTICLE II: OBJECT

This Association shall be a not-for-profit professional organization of practitioner academicians and students in economics, political science, and related fields. Its purpose is to encourage and foment the understanding and dissemination of knowledge, and to facilitate dialogue regarding economics and political science, and to sponsor events that carry out these goals. Our emphasis is on how the interaction of these two academic disciplines impacts Ohioans.

ARTICLE III: MEMBERSHIP

There shall be one class of membership in this Association:

Annual Members –Any person may become a member of this Association upon payment of annual dues and may maintain such membership upon continued payment of such dues to the Treasurer of the Ohio Association of Economists and Political Scientists.

Dues shall be set by the Executive Committee.

ARTICLE IV: EXECUTIVE COMMITTEE

There shall also be an Executive Committee consisting of no more then twenty elected members whose terms shall be three years. The initial elected members shall be divided into three groups, two having five members each and the third having six members, the terms of members of one of such groups expiring each year subsequent to the adoption of these Bylaws. The three year terms of members of the Ohio Association of Economists and Political Scientists Executive Committee shall be elected by the membership at the annual meeting. All members of the Executive Committee must be members of the association from an institution in Ohio or in one of the surrounding contiguous states. Executive Committee member nominees will ordinarily be selected from those who have actively participated in the activities of the Ohio Association of Economists and Political Scientists.

Each year, the President shall appoint a nominating committee from the present members of the Executive Committee to nominate the new members of the Committee and the candidates for the Association officers.

The Executive Committee shall have charge of the general interests of the Association, shall call regular and special meetings of the Association, appropriate money, appoint committees and their chairperson with appropriate powers, and in general possess the governing power in the Association, except as otherwise specifically provided in these Bylaws. The Executive Committee shall have the power to declare vacancies where necessary and to fill vacancies in its membership. Such appointees shall hold office until the next election.

The Executive Committee shall meet at least once each year, normally prior to the Annual Meeting. Five members shall constitute a quorum of the Executive Committee and a majority vote of those in attendance shall control its decisions.

Ten members shall constitute a quorum of the Association and a majority vote of those members in attendance shall control its decisions.

ARTICLE V: OFFICERS

The officers of the Association shall consist of a President, a Vice-President, a 1st Vice-President for Membership, a 2nd Vice-President of Communications, a Secretary, a Treasurer, a Newsletter Editor, and the Editor-in-Chief of the journal of the Ohio Association of Economists and Political Scientists (OAEPS).Officers will be selected from those members who have rendered meritorious service on the Executive Committee and who also have served at least one term as a member of the Executive Committee. All officers must be members of the association from an institution in Ohio.

ARTICLE VI: DUTIES OF THE OFFICERS

The President of the Association shall preside at all meetings of the Association and of the Executive Committee and shall perform other such duties as the Executive Committee may assign to him or her. In his or her absence, his or her duties shall devolve successively upon the Vice-President, the Vice-President for Membership, the Vice-President of Communications, the Secretary, and the Treasurer. The President shall be elected for a term of one year.

The Vice-President shall be the program chair and shall plan, organize, coordinate, and publicize the program of the annual meeting and shall perform other such duties as the Executive Committee may assign to him or her. The Vice-President shall announce the date and location of the following year’s annual meeting at the annual meeting in which he or she takes office. This officer shall be elected by the membership for a term of one year.

The 1st Vice-President for Membership shall organize, publicize, and coordinate all membership enrollment activities of the Association. The Vice-President for Membership shall perform such other duties as the Executive Committee may assign him or her. This officer shall be appointed by the Executive Committee for a term of three years.

The 2nd Vice-President of Communications shall regularly maintain and update the Association web site and coordinate these activities with the Newsletter Editor and Editor-in-Chief of the Ohio Association of Economists and Political Scientists (OAEPS) Journal. Additionally, the 2nd Vice-President of Communications shall carry out any other communicative duties assigned to him or her by the Executive Committee. This officer shall be appointed by the Executive Committee for a term of three years.

The Secretary shall regularly write, distribute, and have custody of the approved minutes of the Business Meeting, of the Executive Committee, and of the Association, keep the records of the Association, and perform such other duties as the Executive Committee may assign him or her. This officer shall be elected by the membership for a term of one year.

The Treasurer shall receive and have the custody of the funds of the Association, and shall regularly write and distribute reports on the Association’s financial condition to the Executive Committee, subject to such rules as may be prescribed by the Executive Committee. This officer shall be elected by the membership for a term of one year.

The Newsletter Editor shall collect and distribute annually an Association newsletter containing relevant information for the Executive Committee and for members of the Association. The Newsletter Editor shall be a member of the Executive Committee. This officer shall be be appointed by the Executive Committee for a term of three years.

Editor-in-Chief of the journal of the Ohio Association of Economists and Political Scientists (OAEPS) is responsible for the editing and publishing of the association’s journal on an annual basis and will report to the Executive Committee on the activities of the Ohio Journal of Economics and Politics. This officer shall be elected by the membership for a term of three years.

ARTICLE VII: DISSOLUTION

In the case of the dissolution of the Association, any assets remaining after the obligations of the Association have been paid shall be distributed to such not-for-profit exempt organizations, under Section 501 of the Internal Revenue Code as it may then be amended, operated for scholarly or educational or charitable purposes as the then existing Executive Committee shall select. If no organization shall be so selected, such assets shall be distributed for general charitable purposes and shall not be used for the benefit of, distributed to, the members of the Association.

ARTICLE VIII: AMENDMENTS

Amendments to these Bylaws may be proposed by the Executive Committee, or may be submitted to it by any member of the Association for consideration and report. Notice shall be given to each member of the nature of the proposed amendments prior to the meeting at which they are to be considered. Such amendments shall be adopted by a majority vote of the members present at any regular or special meeting of the Association.

ADOPTION

These Bylaws were approved at the meeting of the Executive Committee and adopted by the membership on September 27, 2008.

AMENDMENT ONE

The fiscal year for the Ohio Association of Economists and Political Scientists starts on June 1st of each calendar year and ends on May 31st of each calendar year.
